Assessment Fee

The Contract Conversion Assessment replaced the District's QD Assessment in 2020 after the District secured a loan under the WIIN Act to pay off the Bureau of Reclamation Construction component of the Central Valley Project. 

• The Contract Conversion Assessment is billed in November, with the first installment (one-half) due by January 15 and the remaining balance due by May 

Base Rate

The District Base Rate covers the District's annual operating and maintenance (O&M) expenses. It is billed in late February or early March when the annual water allocation is announced. 

• One-half of the balance is due by April 15, one-quarter is due by July 15, and the remaining balance is due by October 15. v

Water Rates
The District water rate includes the Bureau of Reclamation's annual water rate along with the Tehama-Colusa Canal Conveyance fee. Water Order forms are mailed with the Base Rate billing in February or March. At a 100% allocation, each District acre is entitled to receive 1.7 acre-feet of water per acre (1.7 AF/ac).

As a water service contractor, the District's annual water allocation may be reduced based on the Bureau of Reclamation's allocation announcement. This directly affects the amount of water available to each acre of land.

(ie. 40% allocation = 0.68 AF/ac
           0% allocation = 0 AF/ac)

During years with reduced allocations, the District works to acquire transfer water whenever possible to help meet the water needs of its landowners.
